Warlords of New York introduced more hunters, similar to the base game of Division 2.
That said, the hunters in this DLC require possibly more steps to get them to spawn.
Here’s how you can spawn the hunter at Memorial Plaza (Waterfront) in Division 2.
Killing this hunter will give you the Divide Mask.
Head to the Memorial Plaza at Waterfront
To begin, go to Memorial Plaza in the Financial District. It’s near the Waterfront control point.
The exact location is shown below, marked by the player location.
Once you reach the area, you should see many flagpoles.
To start, look for the yellow generator beside one of the flagpoles towards the side.
Turn on the generator to begin the process of spawning the hunter.
You will now need to find four different flags from different locations.
Head to Waterfront Control Point (Flag 1)
The first flag is located nearby, at the Waterfront control point.
To access the flag, you have to take control of the place first.
After taking over the control point, go to the stash room.
Inside the stash room, you can use the stairs to go down to the water area. The flag is on the ground, near the boat. Pick it up.
Go to Pier 26 (Flag 2)
The second flag is at Pier 26. The exact location is shown in the map, marked by the player location.
Enter Pier 26 through the main entrance and go towards your right. You will see an abandoned boat / ship.
Near the boat, you will find the flag on the ground.
Head to Celebration Hotel Control Point (Flag 3)
The third flag is really near the Celebration Hotel Control Point. Just fast travel there, or take over the control point first.
If you’re coming out from the control point, look at the big building on your right.
Climb up the building. Go around the building and you will find a locked door with barbed wires around.
To open the door, the best way is to shoot at the padlock from the other side. This means you should be able to hit the padlock from the front door of the control point.
Once the lock is gone, go back to the door and open it. Look for the flag on the ground.
Head to the safe house in the Financial District (Flag 4)
The fourth flag is near the safe house in the Financial District.
When you come out of the safe house, you should be able to find an abandoned site just opposite the road.
The site also has stale water in it and some caches / loot that are inaccessible due to the water.
Go towards the yellow generator in the middle and press the button.
The water will then be sucked out and you will be able to loot the items.
The flag is located in the area as well.
Return to Memorial Plaza
Once you have all four flags, go back to Memorial Plaza.
Raise the flag for each flagpole that doesn’t have any flag. You can do this during the day time.
Start the generator at night
Once you’ve raised four flags, wait for nightfall.
Go to the yellow generator you used earlier. It can only be turned on at night.
Kill the Divide Mask hunter
Once the generator is on, there’ll be red light pointing towards the middle with some fog.
The hunter will appear and you’ll need to kill him to get the mask.
