Flighty Flora… and Flora is a World Quest in Mondstadt in Genshin Impact.
Your task is to help Flora collect flowers including Windwheel Asters and Small Lamp Grass.

This quest seems to be available only after reaching Adventure Rank 23 or 24.
To begin the quest, speak with Flora who is the florist in Mondstadt.
She will ask for your help to collect Cecilia, Windwheel Aster and Small Lamp Grass.
How to find Cecilia
You can find Cecilia flowers in Starsnatch Cliff.
The exact location is shown below, marked by the player location (blue).
These flowers are yellow in color.
How to find Windwheel Aster
You can get Windwheel Asters from a few locations. You can get it near the Statue of The Seven in Windrise, or at the Statue in Starfell Lake.
They are orange-red in color. The image below was taken in Starfell Lake.
How to find Small Lamp Grass
For Small Lamp Grass, you can try Whispering Woods or Wolvendom.
The exact location for Small Lamp Grass is shown below (Whispering Woods), marked by the player location.
The Small Lamp Grass is blue and green in color.
Return to Flora
After getting all of the flowers, give them to Flora.
How to get Dandelion Seeds
She’ll ask for your help to get Dandelion Seeds.
Just walk outside of Mondstadt’s front gate. You will see dandelion in the grassy area near the water.
To get the seeds, use your wind blast to remove the dandelions first.
Pick up the seeds.
Give the seeds to Flora to complete the quest.
