Wings of Change is a main quest available in Final Fantasy XVI.
Your objective is to make your way to the Eye of the Tempest.
Here’s a walkthrough of Wings of Change in Final Fantasy 16.
Head north
The first objective is to head north as marked in the map.
You’ll face your first group of enemies not long after. This is a good place to test the new abilities you received from Garuda.
Instead of heading straight to the marked location, you can explore the area and slay some enemies first.
Slay the imperial reinforcements
After reaching the marked area, you’ll need to slay the imperial reinforcements.
You will then see a cutscene showing Benedikta in despair after losing her ability. Her men all gets killed and she loses her mind in rage.
She then transforms into Garuda.
Make for the Eye of the Tempest
As Garuda lost control, a huge tornado appears. Head towards the Eye of the Tempest to stop her.
Along the way, there are plenty of Wind Elementals in the area. You can choose to fight them if you want to.
Head towards the marked area first and you’ll then unlock The Eye of the Tempest on your world map.
Use it to fast travel there.
The quest ends here.
