The Tale Of Rowland Oakes is a side quest available in Hogwarts Legacy.
Your objective is to rescue Rowland Oakes from the goblin encampment.

The required level is 10.
To begin the quest, talk to Adelaide Oakes at the Transfiguration Courtyard.
Find Rowland Oakes’ campsite
First of all, head northwest to the campsite where Rowland Oakes was last found. The location is marked on the map.
You should be able to fly there easily.
Defeat the goblins
You’ll notice goblins occupying his camp. Take them all out. You can do so quietly with Disillusionment or just straight on kill them.
Investigate the campsite after the area is secure. You’ll find Rowland Oakes’ journal.
There’s also a map to his current location beside the journal.
Enter the goblin outpost
Head further west and you’ll reach a goblin outpost.
The exact location is shown in the map below.
The outpost has a huge church-like front for a building.
Enter the building and you’ll encounter plenty of goblins.
Look for the entrance to the Korrow Ruins.
Explore the goblin outpost and find Rowland
Once you’re in the ruins, you will come across more goblins.
Keep going down. You’ll see a room with a lock.
If you’ve learned Alohomora, you can open the lock.
Behind the door, you’ll find a single Loyalist Warrior and a chest to loot.
Proceed ahead following the marker on your mini map.
You’ll reach a bigger room filled with goblins. Take them down.
You will then see a boiler machine.
Use a fire-based spell like Incendio or Confringo to light the wood under it. You’ll need to do it later anyway.
Continue to follow the marker and defeat more goblins on the way down.
Eventually, you’ll reach Rowland who is trapped behind the door.
Find Rowland’s wand
You will now need to find Rowland’s wand.
Go back to the big open space where the boiler was.
There’s a door activated by the boiler. If you’ve started the fire underneath the boiler, this door is unlocked.
Open the door and take out all of the goblins inside the room.
After clearing the area, look for a small room where the wand and other stuff is located.
Return to Rowland to give the wand. The quest ends here.
