Roosevelt Island is one of the strongholds in Tom Clancy’s The Division 2.
Your task is to breach the Outcast stronghold and apprehend their leader.
Here’s a walkthrough of Roosevelt Island in The Division 2.
This mission is recommended for those level 28 and above. You should have done the District Union Arena stronghold as well.
Get to the island
Your first objective is to get to Roosevelt Island. You have to go across the bridge.
On the bridge, you should meet many hostiles.
Keep going until you reach this area where the bridge collapsed. Go down and turn right.
Reach the quarantine
Your objective now is to get to the quarantine. Kill all of the hostiles here.
Go through the gate.
You will meet more hostiles along the way.
Keep going ahead after killing the enemies.
Secure the entrance
Next, you have to secure the entrance by killing the hostiles here.
To get to the next area, use the cable to go up (image below).
After going up, progress further ahead. You should find a small area on your right with a couple of crates to loot.
Then, continue back on your journey.
Find a way inside the stronghold
You should then reach an open area. Secure the area by killing the hostiles, and find a way to get inside the stronghold.
You will encounter a flamethrower dude who is heavily armored.
Once they’re all dead, get to the quarantine area (image below).
Your main objective is to locate Emeline Shaw (leader of Outcast) and kill the person.
Before that, you have to go through the hostiles.
Protect Angela Woods and destroy the fuel tank
In this area, you need to protect Angela Woods who is with you guys, and destroy the red fuel tanks.
Secure the area first.
Next, get rid of this red tank. You can use a mounted gun to destroy it quickly.
Locate the inner stronghold
Next, get to the inner stronghold. Use this entrance (image below).
Secure the area by killing the hostiles.
Once you’re done, go through this gate.
Find C4
You then need to find a C4 to blow open the gate.
You should get the C4 in this container.
Plant it on the steel gate, and it will blow open.
Neutralize the Outcast elite guard
Once the gate is open, prepare to fire immediately. The Outcast’s elite guard will appear.
Neutralize Emeline Shaw’s personal guard
You will also encounter Emeline’s personal guards. Kill all of them.
They wield sledgehammers. Avoid them or you’ll get killed in one blow.
After defeating the two of the guards, collect the loot to complete the collectible subset.
Search for Emeline Shaw
Continue searching for the leader. Go through this entrance below.
Reach the dock
You now have to get to the dock as they’re trying to escape. Kill the hostiles along the way.
Go through this entrance.
Destroy the fuel tanks and secure the area
The docks are probably the toughest part in this mission. You have to destroy two fuel tanks here, and at the same time, defeat swarms of hostiles.
You can shoot at the tanks using a mounted gun to make it quick.
While shooting at the tanks, more reinforcements will come in. Kill them quickly.
The reinforcements come from both left and right.
Keep your eyes peeled for reinforcements.
Destroy engine hatch
Once the tanks are destroyed, get on board the boat. More men will come out from the boat. Take them out quickly.
You will get ambushed by more hostiles.
Once the area is secure, open the hatch by shooting at it.
After it is open, press the button.
Next, plant the C4 here. The boat will explode, so you need to get out quickly.
Evacuate the boat.
The mission completes once the boat is gone and Emeline’s dead.
