Judgment (or Judge Eyes) is another Ryu Ga Gotoku game which is a spinoff of the Yakuza series.
Here, you play as Yagami, a private detective who investigates highly dangerous cases.
This is a walkthrough of the Final Chapter (Down Came The Rain) in Judgment.
Head to Tender
This final chapter begins with Yagami checking out what had happened to Kaito and Higashi.
The first thing you need to do is to head to Tender to meet Mafuyu.
Mafuyu believes she’s being followed. Talk to her.
Escort Mafuyu
You need to escort Mafuyu to meet an ex-detective who has a case file. The case file is a potential reason why Morita is on AD-9’s side, which is unlike his character.
After coming out of Tender, you need to defeat the hired thugs.
For this part of the mission, you need to ensure Mafuyu’s health doesn’t run out.
The thugs will try to attack her, so you need to prevent it.
After defeating the thugs, continue following the route.
You will meet more thugs here. Take them all out.
Keep going and defeating the thugs along the way.
Finally, you’ll reach the public park where the ex-detective is.
During the discussion, you’ll learn that Morita had a tragic past relating to Alzheimer’s, which is the reason why he’s supporting AD-9.
Head to Genda law office
Next, go to Genda’s office with Mafuyu.
Walk Mafuyu to a taxi
Bring Mafuyu to the nearest taxi.
She’ll tell you that Prosecutor Izumida is waiting for her. Go to Cafe Mijore on her behalf instead.
Head to Cafe Mijore
You’ll meet Izumida at the cafe.
Rest at the agency
Once the meeting’s over, rest at the agency.
Choose the next stop
After waking up, you have to choose the next stop. Higashi, Hoshino and Sugiura all have their own side stories to handle.
Do one at a time. I chose Higashi’s first.
Go to the Matsugane office
Get to the Matsugane Family Office with Higashi.
There, you’ll meet Kengo who’s sort of the leader now. He demands that you tell him who the Mole is.
Defeat the Matsugane family
Next, you need to defeat the Matsugane family headed by Kengo and Ozaki (the big dude).
They’re pretty tough, but as the room is narrow, you can probably hit all of them at the same time.
After defeating them, Yagami tells them who the Mole is but urges that they don’t do anything.
Choose another stop
Go back to the agency to talk to either Hoshino or Sugiura.
This time, I chose Sugiura.
Head to the detention center
Go to the detention center using any taxi.
The right answer is as shown below – visit Emi’s grave together.
Talk to Hoshino
The last guy would be Hoshino. Talk to him at the agency.
Go to the ADDC
Once again, take a cab to the ADDC.
There, you’ll interrogate Kido but he refuses to cooperate unless you have further evidence.
Return to the agency
Once you’re done, go back to the agency to proceed.
Talk to Sugiura (final warning)
If you wish to proceed, talk to Sugiura again. From this part, it’s all story-based and you can’t go back.
You should save the game in a separate file first.
Head to Genda’s office
After talking to Sugiura, go to Genda’s law office.
Izumida will be here and he managed to get Ichinose to testify on the trial date.
Head to L’Amant
You will then get news that L’Amant (casino under Koi Bride) has been raided by the police and prosecution.
Go to L’Amant.
You will then meet Morita at the vicinity. Kuroiwa will also arrive at the spot.
Defeat Kuroiwa
This is your first fight with Kuroiwa. He’s probably the strongest in the game.
After defeating him, Kuroiwa aims a gun at Yagami and Morita stops him.
Once Yagami got out of Koi Bride, he will see a guy in a black raincoat, and chases after him to the rooftop.
Before unveiling the identity of the man, the story fast forwards to 1 month later, i.e. at the morning of Ayabe’s trial.
Stand in court
Once you’re ready, go to court as the lawyer.
During the trial, you have to answer some questions. The right answers are all shown below.
After the consecutive questions, you will be brought back to 1 month ago.
The guy in the raincoat was Hamura and he handed you some crucial evidence as payback.
He gives you the missing link between Hamura and Ichinose, i.e. a recording. Hamura also appears in court to testify.
Ichinose then gives Ishimatsu an order to kill Kuroiwa.
Yagami and the rest heads out to stop it from happening. Hoshino then takes over as the defense lawyer.
After hearing news of a gunshot, Yagami, Sugiura, Kaito and Higashi heads to town to investigate if it’s Kuroiwa.
Chase Kuroiwa
This part is all about chasing after Kuroiwa, but you still be stopped by many hired thugs. Defeat all of them.
Keep going and you’ll meet even more thugs here.
After defeating them, go to the Theater Square and you’ll see victims of gunshot. Apparently Kuroiwa managed to shoot all of them first.
Go to ADDC
The gang will then head to ADDC to look for Kuroiwa as he planned to go after Shono.
Here, you will be greeted by many police officers.
Defeat the police
Here, you’ll have to defeat plenty of policemen.
Take on Kuroiwa’s subordinate
Kaito and Higashi then volunteers to stop the rest of the police, while Yagami and Sugiura go after Kuroiwa.
After going upstairs with Sugiura, you have to defeat Kuroiwa’s right hand man and other policemen.
Find the gold keycard
After beating the guys, go to the walkway.
Find the gold keycard from the body of the guard within 3 minutes. He’s the one on the left.
As Yagami chases after Kuroiwa, the latter shoots at some gas cylinders and the bridge exploded.
Defeat the guards
After Yagami and Sugiura falls off the bridge, they head to the parking garage.
There, you’ll meet the security guards from before. Take them all out.
Go to the elevator
As Yagami seems to be injured, you have to walk slowly in first-person view.
Use the ramp or stairs to go up.
Press the button.
Chase Kuroiwa
At the upper floor, continue walking and following Sugiura.
You will then reach the wing. Use the keycard to go over.
There, you’ll meet Kuroiwa but this time he has Shono at gunpoint.
He then starts shooting and both Shono and Sugiura gets shot.
Defeat Kuroiwa again
Once again, you have to defeat Kuroiwa. He has multiple layers of health and is definitely the toughest in the game.
Watch out for his charged attack. He used two turning kicks and gets exhausted. That’s when you attack.
After defeating him, he comes back and injects himself with some serum.
Defeat Kuroiwa (2nd round)
He’s probably tougher this time around, and with full HP.
Defeat Kuroiwa again.
After Kuroiwa gets defeated, he tries to kill Shono but gets shot many times by the police who just arrived.
Meanwhile, back in the court, Kido testifies on behalf of the defense.
Also, Shono uses the AD-9 on himself and he ended up dead. His eyes turned blue, which was the reason why they gouged the eyes of the AD-9 victims.
From this part, it’s all story-based. As expected, Okubo gets freed, and the bad guys get imprisoned.
This is the end of the final chapter in Judgment (Judge Eyes).
