Citizenship Test is a quest given by Alkibiades in Assassin’s Creed Odyssey. The quest starts in Athens.
Your role is to forge a person’s name on the list, i.e. Sophanes.
Here’s a brief walkthrough of Citizenship Test in AC Odyssey.
The recommended level for this quest also follows your character’s level. It’s a really simple mission.
Forge Sophanes’ name on the list
Before you can forge the name, you need to find the right place first. The exact location is shown in the screenshot below and it is surrounded by guards.
Just use the revelation skill to see the enemies near the location. You can also choose to stealth kill them. There are only about three guards if not mistaken. 
The room is pretty out in the open. Just go to the desk and press ‘interact’.
And you’re done here.
Get back to Alkibiades
Return to Alkibiades to claim your rewards. His exact location is shown in the map below marked by the quest completion symbol.
Just talk to him and your job is finished. He will have a subsequent quest that is related.
You will get a belt and some drachmae as quest rewards.
