Pokemon Let’s Go has many routes in the game, in between huge cities like Vermilion City and Saffron.

This route is east of Vermilion City.

Some are more hidden than others, like these 5 Great Balls below. They are hidden beside the building.
You can also get a Golden Razz Berry from your Pokemon as you approach this bush.

In a nutshell
There isn’t much to do in Route 11 apart from battling with other trainers and looting items from the ground / bushes / rock.
If you go on further, you should reach another route.
