Drugged Outta His Mind is a mission by Copeland in Bend Studios’ Days Gone.
Your task is to locate the drifter and tie him up. You’ll need a bike for this.

Get to the drifter’s location
First thing you need is your bike. You should refuel it before this mission since you have to do some chasing.
Get to the location shown in the map below.
As you get there, you’ll see a dead body by the water. Interact with it.
The drifter will then show up.
Knock the drifter off his bike
The drifter will then run away on his bike. Grab your bike and chase after him.
To knock him off the bike, you can shoot his wheels.
You’ll notice the size of the cursor changing. When the cursor becomes really small and targeted, shoot at him.
Keep shooting until he loses control and flies off his bike.
A cutscene will then load. Deacon will tie the drifter up and leave him be.
The mission completes here. You’ll earn 3,000 XP.
