Order 31 is yet another order for Sam in Death Stranding but this one may not be mandatory.
Your task is to deliver a tablet to the Film Director just north of Junk Dealer.

Deliver the tablet to the Film Director
Like most orders, this one is pretty straightforward too. Grab the tablet from the Distribution Center first, same place where you took the old components for the Junk Dealer.
Head to the Film Director which is pretty close to the Junk Dealer.
The journey is pretty rocky and it’s easier to just run there instead of using a vehicle.
At one point, the terrain is so bad you should ditch your vehicle.
Use the delivery terminal and deliver the tablet.

The Film Director will give you a J.F. Rey “SAM” Sunglasses.
