Apparently the horse he possesses is stolen and he asked you to talk to the thief to decide whether to punish the thief.
Find and talk to the horse thief
You can find the thief in the exact location below, marked as the quest symbol.
There will be guards around the Piraeus Workshop, so don’t get spotted if possible. When the horse thief sees you, he will run away.
Chase after him all around the place and he will finally stop here. You don’t have to injure him. Talk to him to find out why he stole the horse.
Return to Sokrates
Get back to Sokrates in the location marked below. Talk to him and give him your opinion on what’s right or wrong.
The quest completes here. You will get an Athenian Tunic armor and some drachmae as quest rewards.
